Green Peter Lake on the Middle Santiam River and Foster Lake on the South Santiam are two of the 13 Corps of Engineers multi-purpose projects in the Willamette Valley. Foster Lake regulates, or evens, the flow from Green Peter dam. Both projects provide flood control, irrigation, power generation, downstream navigation improvement and water-based recreation.
Fish ladders and elevators at both Green Peter and Foster dams aid in spring and summersteelhead migration upstream.When the fish reach the top of the fish ladder, they are collected and moved over the dam by an elevator system. Green Peter dam is a concrete structure with a gated spillway that regulates the lake level. Foster dam is a rock-fill structure with a gated spillway. The powerhouse at each dam contains two generators. Construction of Green Peter and Foster Lakes was initiated in 1961 and completed in 1968 at a cost of $82.3 million.

There are two Corps of Engineers day use parks on Foster Lake.
Andrew S. Wiley Park: Developed day-use park with flush and chemical toilets, paved roads, picnic tables, fire places, boat ramp.

Shea Point: This is a developed viewpoint with paved roads, interpretive displays, flush toilets, trail, great view of the lake.
